Steps
Place all the ingredients in a saucepan and set the heat to high.
Bring the ingredients in the saucepan to a boil. Once boiling, reduce the heat to low and let it simmer for about 20 minutes.
During the simmering process, remove any scum that rises to the surface of the liquid in the saucepan.
Increase the heat to high. Frequently turn the drumsticks in the liquid and cook until the liquid has reduced to a sticky glaze.
Arrange the chicken on a serving platter. Remove the garlic clove and chili from the liquid in the saucepan. Then, spoon the glaze over the chicken on the platter.
NOTE It's a glaze rather than a sauce, so there's not a whole lot of it.
